Cluster reinforcement initiative

Introduction

Cluster policy is a growing global phenomenon, addressing challenges that no actor can control unilaterally and providing platforms for collaboration. This article examines best practices in cluster policies for Portuguese-speaking countries in Africa including Angola, Cape Verde, Guinea Bissau, Mozambique, and Sao Tome e Principe, when compared to those undertaken by Brazil and China.

On February 25, 2021, the action plan and governance model for the Teresina health services cluster was presented, with the participation of more than 80 representatives of companies and institutions. The action plan for 2021-2022 includes structural actions to strengthen the cluster, innovation and technology, quality and patient experience, and integration with the market. The cluster is part of the Teresina Competitiva Program, led by the city hall, and with the support of SEBRAE, Sindhospi, BNB, State Government and financed by the World Bank. On December 17, 2020, the action plan for the Teresina fashion cluster was presented, with the participation of more than 50 representatives of companies and institutions. A set of actions were presented to organize and energize the cluster, improve the identity and positioning of brands, improve productivity and quality in companies, strengthen online sales and expand sales to other states, as well as the acceleration of Business. The cluster is part of the Teresina Competitiva Program, led by the mayor's office, with the support of SEBRAE, BNB, the State Government and FIEPI and financed by World Bank. On November 26, 2020, the strategic vision for the Teresina health services cluster was presented, with the participation of more than 50 representatives of companies and institutions. A strategic vision was presented to position Teresina as a reference in health solutions with high resoluteness and efficiency, placing the patient at the center of the solution and orienting itself towards value models. The cluster forms part of the Teresina Competitiva Program, led by the city hall, and with the support of SEBRAE, Sindhospi, BNB, State Government and FIEPI and financed by the World Bank. The municipality of Teresina hired Cluster Consulting to execute a Cluster Competitiveness Program in the city of Teresina, to develop the clusters of health services, fashion clothing and education services, as well as the training of the municipality and partner institutions (SEBRAE -PI, FIEPI, BNB, ..) on issues of competitiveness and clusters. The program started on 27th July 2020 and will develop competitiveness strategies for the short, medium and long term. In the current situation, clusters will serve as a working unit to provide solutions to the most urgent demands of the sectors and support economic reactivation.  

On Dezember 4th, 2019, was presented the action plan and governance structure for the "Dairy Cluster in Cajamarca", Perú. The project, which is being developed by Cluster Consulting, is an initiative of the Peruvian institution CEDEPAS Norte supported by Innóvate Perú (Production Ministry).

 
 

On October 3rd, 2019, an event was held for the second presentation of the "Dairy Cluster in Cajamarca" project in Perú. Carlos Tarrasón presented and validated the strategy for the future of the cluster based on information from the national market research and international benchmark which included a reference trip to France. The project, which is being developed by Cluster Consulting, is an initiative of the Peruvian institutions CEDEPAS, COREMYPE and Innóvate Perú.

 
 

On July 17, 2019, an event was held for the first presentation of the "Dairy Cluster in Cajamarca" project in Perú. Carlos Tarrasón presented the results of the cluster diagnosis and information about the dairy industry in Perú and the world. He also talked about the main consumer trends that affect the dairy sector and the main challenges of the dairy cluster in Cajamarca. The project, which is being developed by Cluster Consulting, is an initiative of the Peruvian institutions CEDEPAS, COREMYPE and Innóvate Perú.

On June 11, 2019, an event was held for the launch of the project: "Dairy Products Cluster in Cajamarca", in Peru. The project, which is being developed by Cluster Consulting, is an initiative of the Peruvian institutions CEDEPAS, COREMYPE and Innóvavate Peru.

On the 10th of December 2015 we validated the IT Central Region RS cluster marketing plan in line with the action plan and the vision for the future. The future vision is that the cluster becomes reference in edutech for Brazil including procedures and competences for the corporative and educative sectors. 

On the 9th of December 2015 we validated the marketing plan in line with the action pland and the vision for the future for the metal-mechanic cluster in the Central Region of Rio Grande do Sul. The defined cluster vision is that the cluster becomes the reference for Brazil and Latin America in personalized agriculture solutions integrating different technologies (mechanics, hidraulics, electronics, IT, etc.).

On the 8th of December 2015, we validated the IT Serra Gaúcha RS marketing plan in line with the acton plan to achieve the cluster vision for the future. The future vision is that the cluster becomes reference in flexible and integrable enterprise solutions in Brazil and Latin America, specially in the industry, retail and related sectors. In the long term, the cluster evolves towards solutions for intelligent ecosystems or industry 4.0.

On the 1st and 2nd September 2014 we lead three out of four modules of the Workshop to reinforce 36 Cluster Initiatives lead by Innpulsa Colombia. More than 60 people participated from 18 Colombian Departaments. The Workshop served to increase cooperation among Departments and projects, and prioritize and structure horizontal accion lines to increase competitiveness in clusters.

During the 26th February 2013 we presented, in FIEMG auditorium, the action plan for Belo Horizonte bakeries development to be national reference in fresh and high quality breads and foodservice.

During the 18th of December 2012 we presented, in CENTEV facility,  the action plan for the development of Viçosa as a cluster reference in Brazil in food technology.

During the 12th of December we presented, in Minas Gerais State Administrative Center, the final workshop that presented the development plans for the following clusters: Cerrado Coffee, food processing and distribution in the metropolitan region of Belo Horizonte, north of Minas Gerais fresh fruits and food technology in Viçosa. This project was developed by Exportaminas and financed by the World Bank.

During the 11th of December 2012 we presented, in FIEMG auditorium, the strategic options and future vision for the more than 1000 bakeries in Belo Horizonte.

On the 15th December 2011 we presented the action plan of the Inteligent Urban Mobility Initiative for the city of Belo Horizonte. 

During the 14th to 17th June we visited with SEBRAE-MG 14 companies and institutions that lead the fashion textile manufacturing Catalan cluster. 

Carlos Tarrasón presented the action plan for the Point of Care Diagnostics and Treatments Cluster of the Metropolitan Region of Belo Horizonte, MG, Brazil.
